Introduction

Fuheis is a Jordanian city located at 35°46′E longitude and 32°N latitude, administratively part of the Al-Fuheis and Mahis District in Balqa Governorate. Together with its sister town, Mahis, Fuheis exemplifies natural harmony and coexistence. The city is known for its oak trees, olive groves, vineyards, and almond orchards, with roots stretching back to ancient history.

The name “Fuheis” derives from “examination and scrutiny.” The Ammonites were the first to settle in the area around 1200 BC, as it was strategically located between three kingdoms: Ammon, Hashmon, and Gilead. The Romans later occupied it in 63 BC, using its fortress as a monitoring station for caravans. Fuheis is synonymous with honor, courage, and generosity, values woven into its historical and cultural fabric.

Its legacy includes numerous cultural and social achievements: guest houses, churches, schools, clubs, cooperative associations, and volunteer organizations. A significant turning point in the city’s history came in 1952 with the establishment of the cement factory on land acquired from Fuheis residents. While it contributed to the nation’s economy, the factory also caused environmental pollution, halting production in 2013.

The lands associated with the factory, commonly referred to as the “Lafarge case,” remain a central concern for Fuheis residents. Looking forward, Fuheis aspires to modernity and progress while maintaining its rural character and rich heritage. Its residents remain dedicated to infrastructure development, cultural and social advancement, and environmental sustainability, presenting a model of enlightened civic engagement characterized by love for the nation .

Introduction to the Establishment of the Foundation

Initiated by the Municipality of Fuheis and a significant number of the city’s residents, the Emaar Al-Fuheis Foundation was established under the letter of the Prime Minister (No. B L 7771/3/9 dated August 4, 1982), addressed to the Minister of Municipal and Rural Affairs. The letter included the Cabinet’s approval to establish the foundation in 1982, based on Article (523) of the Volunteer Organizations for City Development Law No. (11) of 1982 and the Foundation’s internal bylaws
